In 782 EE, a large delegation of Vecca arrive on Vasselern, eager to speak with the heads of the Shardkeeper Enclave - a faction of druids and naturalists they viewed as the Accord’s most naturally-attuned leaders.

In a series of lengthy sessions, the Vecca laid out to the Accord their mandate to preserve the cycle of growth and decay throughout the Shards, as given to them by Estilas in the final days of the Shattering. The Vecca view the Sorrows and the corruption of Szekaris an affront to creation, and combat this by actively sowing the seeds of Estilas’ order.

In exchange for Vecca assistance in terraforming previously untenable Shards, the Accord vows to permit the Vecca to continue their work in Accord territory - culling invasive species, seeding new life, and preserving balance - so long as they violate no personal rights or property without clearance from the Accord. This also permits individual Vecca to seek personal citizenship with the Accord.

The Vecca establish Saliena, a small grovelike shard, in central Accord territory, to serve as their embassy and their staging ground for their works with the Accord.
